Graystone HOA Meeting
   
February 23rd, 2006

The meeting was called to order at 7:10 PM

Vic Bell visited this evening to address status of the Bixby neighborhood portion of Vision 2025 monies.  He stated since neighborhoods are considered private properties, that he has had difficulty getting monies approved for specific neighborhood projects.  We are well aware of this, as Allan Hay worked with him to obtain funding for several of our neighborhood projects, and none of them qualified- much to his frustration!  Now the funds may be used for video cameras to be installed at local parks and sports complexes to increase security at these venues.  He announced a City Council meeting this coming Mon. at 7:00 PM at City Hall where they will vote on use of the $.  Bixby’s centennial year celebration is coming up.  Stated that the Forestry Div. of OK was providing matching grants to plant trees, etc.  Bond election will be April 4th.  On Mon, April 1st, there will be a luncheon and Q&A of the candidates. 

Sara Fox read the minutes and they were approved.

Treasurer’s Report:  Steve states it’s been a good year for income thus far possibly due to people getting their 2006 dues in early.  Landscaping for the neighborhood has been rebid and price was decreased to $850.00 a month and $750.00 x 2 for seasonal color.

Landscape Report:  Dead boxwoods WILL be replaced!  Plan for stamped concrete at the corners has been replaced with a more economical plan of putting large, decorative boulders at the corners of the traffic circle.   4 mismatched trees in the circle will be replaced.  Will spruce up garden as needed.  Will need to reroof the clocktower and 2 guard shacks at the front of the neighborhood.  Discussed wood v. asphalt shingles. 

Status of a neighborhood trash contract was discussed.  Allan states Controlled Waste would make a deal, but difficulty is that some residents like pick-up 2x a week.  Also, discussed possibility of backyard pick-up- would be expensive.  We’d need 67% of residents to approve.

Informed residents that the Board had called a special meeting to go over the covenants to determine which need amending.  Currently, the neighborhood can’t enforce punishment on covenant violators effectively.  Only tool is litigation which is too costly and time consuming.  Trash options could be discussed at this time.  It is again emphasized that conformity increases property values!

Brenda DuBois was present and applauded for her work in gathering info. for the new directory.  She has handed info. over to Anthony S. to print when his schedule allows.

Brian Wellette was present from the HOA Mgmt.Co.  States dues collection went well, currently no deficits in the budget.  Cutters Lawn Care will be our new landscape co.  Able to get better bid through HOA Mgmt.  We found a webmaster- yea!  Residents can e-mail the HOA Mgmt. office with questions, etc. at office@hoallc.com
